MTNL disclosed government nominee director Shyamal Misra’s profile, qualifications, board roles and shareholding status in a filing to BSE.

Mahanagar Telephone Nigam Limited (MTNL) disclosed the profile of its government nominee director, Shyamal Misra, in a BSE filing dated August 13, 2026. Misra, Additional Secretary (Telecommunications) in the Department of Telecommunications, was appointed to the MTNL board with effect from July 8, 2026.
The state-owned telecom company submitted the disclosure under Regulations 30 and 51 of the SEBI Listing Obligations and Disclosure Requirements Regulations, 2015. MTNL also affirmed that Misra is not debarred from holding the office of director by any SEBI order or any other authority.
Administrative experience and qualifications
Misra is a 1996-batch Indian Administrative Service officer of the Haryana cadre. He holds a B.Tech from the Indian Institute of Technology Kanpur and a Master’s in Public Administration from Harvard Kennedy School.
His administrative assignments have included Joint Secretary roles in the Department of Commerce and the Ministry of Home Affairs. In September 2024, he was appointed Chief Administrator of the Trade Fair Authority of Haryana in New Delhi.
Misra subsequently received additional charge as Chief Executive Officer of the Metropolitan Development Authority and Principal Secretary of Haryana’s Civil Aviation Department in December 2024. He was also given additional charge as Principal Secretary of the state’s Energy Department in October 2025.
In December 2025, he was promoted to the rank and pay of Additional Secretary to the Government of India while serving in the Department of Telecommunications as Administrator of Digital Bharat Nidhi. He currently holds additional charge as Additional Secretary (Telecommunications).
Board roles and disclosures
- Misra holds directorships in MTNL and debt-listed BSNL.
- At MTNL, he chairs the Audit Committee and is a member of the Stakeholder Relationship Committee.
- He holds no shares in MTNL, either personally or as a beneficial owner.
- He has attended one of one MTNL board meetings held since his appointment.
- The filing states that he has not resigned from any listed company during the past three years.
- No sitting fee is payable for the appointment, and no inter-se relationship with other directors or key managerial personnel was reported.
MTNL said the Government of India identified and shortlisted the director in accordance with an order issued by the Department of Telecommunications under the Ministry of Communications. The terms of appointment are governed by the department’s appointment letter.
