The BCCL-SAIL MoU signed on September 25, 2026, provides for joint development and operation of two coal blocks in West Bengal to increase domestic coking coal production, Bharat Coking Coal Ltd said in a BSE filing on the same day. The agreement brings together BCCL and Steel Authority of India Ltd for an integrated mining arrangement covering their respective blocks.

The two blocks have a combined peak rated capacity of 4.0 million tonnes per annum. The accompanying release estimates extractable reserves of approximately 79 million tonnes in Phase 1. These figures describe the blocks’ combined rated capacity and estimated first-phase resource base, respectively.

The agreement covers SAIL’s Indikatta Ramnagore Coal Block and BCCL’s East of Damagoria (Kalyaneshwari) Coal Block. Both are located in West Bengal, with the proposed arrangement linking coal extraction and overburden management across the two sites.

How the joint mining arrangement will work

The proposed integrated arrangement provides for coordinated mining and overburden management. The release sets out a phased sequence under which the blocks will serve different roles:

  • Phase 1: Mining will take place in the Kalyaneshwari block, while dumping will take place in the Ramnagore block.
  • Phase 2: The arrangement will be reversed, with mining in Ramnagore and dumping in Kalyaneshwari.

This sequence places the use of both blocks within a common operating arrangement. The MoU therefore covers joint development and operation as well as coordination of mining and dumping between the sites.

Domestic supply for the steel industry

The release links the agreement to integrated utilisation of coal resources and development of domestic coking coal sources. It identifies increased domestic production and raw-material availability for the Indian steel industry as the intended outcomes, in line with the government’s Atmanirbhar Bharat vision.

BCCL submitted the press release under Regulation 30 of the SEBI Listing Obligations and Disclosure Requirements Regulations, 2015. The September 25 disclosure identifies the company by BSE scrip code 544678 and was addressed to both BSE and the National Stock Exchange.
