New Delhi, July 17, 2025:  
The Appointments Committee of the Cabinet (ACC) has approved several important appointments in key Defence Public Sector Undertakings (PSUs) and the Central Vigilance Commission (CVC). This decision shows the government's commitment to improving leadership in critical sectors.
 
Ms. Madhubala Kalluri, who is currently the General Manager at Mishra Dhatu Nigam Limited (MIDHANI), has been named Director (Finance) of the organization. Her promotion is part of the Department of Defence Production’s efforts to strengthen financial leadership at MIDHANI.
 
In another significant change, Shri Sunil Kumar Panangadan, Chief General Manager at Garden Reach Shipbuilders & Engineers Limited (GRSE), has been promoted to the position of Director (Corporate Planning & Personnel) at GRSE. His experience is expected to be crucial for strategic planning and human resource development.
 
The ACC has also approved the appointment of Shri Sachin Dighde, Chief Rolling Stock Engineer with the Ministry of Railways, as Director (Defence Business) at BEML Limited. His extensive technical and operational background will aid BEML’s expanding defence portfolio.
 
In the vigilance sector, Shri Kapil Deo Narayan, Superintending Engineer (Civil) with the Central Public Works Department (CPWD), has been appointed as Chief Technical Examiner in the Central Vigilance Commission. His appointment aims to improve technical scrutiny and integrity in public works and procurement systems.
 
These appointments reflect the government’s ongoing efforts to strengthen institutional capabilities and ensure effective leadership in important public sector roles.
